I've been hacked, hacker changed my email.

I've been hacked because I didn't have 2 factor authentication. They changed my email to their own email and changed the password. I was able to gain access back using account recovery, but I can only change the password. In order to activate 2 factor authentication and also change email back, I have to send a code to the email he set up, otherwise I have to wait 30 days to change security info. That would be fine, but he keeps canceling the request and re changes the password again. What do I do?

When I go on there my issue isn't available to report and when I put in that I've been hacked and the hacker changed my email It says calls arnt available for issues and it tells me to change my password when I cant

Yes I changed it multiple times but the hacker changed the verification email my Microsoft account has been recovered but the Xbox account where we have to login to play games like forza or minecraft has been hacked

the hacked manage to delete the email i use for that microsoft account and changed his/her email as primary email,
and also hacker manage to remove my phone number from the account also.

so how can i prove its my account when hacker manage to delete my email use for the microsoft account and change all the my profile info??

the hacker changed the email to begin with then I changed it back to my email and it said it would take 30 days and then it got hacked back into and now it wont let me change the email at all for 30 days. Not sure if that answered your question or not.
