I've Been Banned For the Same Incident Three Times in a Row

Someone claimed to have my IP Address via Xbox Party, and I sent them an inappropriate message. I received a 1-day communication ban. A couple weeks later, I received another ban for that same reason. I had tried to get help, but failed. Just now (about
a couple weeks later from the second time), I received a third ban for said incident. How do I stop this?

I just checked, and my reputation is and has been in the green. Everything else has a 0 next to it.

Yeah but surely getting suspended 2 times for the same incident is just added punishment. He even messaged me saying he's going to get me banned again from the same thing after he waited till I was not suspended any more, I've reported for harassment yet
nothing has been done to rectify this.

It feels as if I'm getting punished for being harassed. I sent 2 different messages in the same incident that contained swearing, he reported the one message then waited till I was not suspended to get me suspended again, How is the enforcement team not
recognising it's from the same incident and he's blatantly harassing me with the 4 messages in a row he has said, trying to provoke me??

how come I use 3accounts on at the same time to play and we get banned from getting credits...it banns the xbox controller n I've had this ban for three days n messages bungie but nothing has been done about it
