    Ok so I'm trying to download a game on my pc through game pass and I am the owner of the account and every time I try to install this game which I own on disc through my Xbox it says its restricted and I'm not in a family group and I'm of age someone please help.

    If you are trying to download a game that is included with game pass on your PC, please try this.

    Open Settings then System -> Apps -> Apps & features -> look for Microsoft Store and click it. ->The advanced options link will appear. Click it. -> On the next page, click on the Reset button to reset Microsoft Store to default settings.

    After that, kindly open the Microsoft store app, sign out then sign back in using the email where you purchase the game.

    Sign out and Sign back it on your Xbox app as well.

    have you tried heading to Settings > Account >Content Restrictions. And make sure its set to Unrestricted if no child restrictions are needed.
