It's probably been beaten to death at this point, but it needs to keep being beaten until...

Its clunky, cluttered and 90% of the options presented in each menu are are going to be useless for the entire population of Xbox Live. Case in point; I shouldn't have to scroll through a list containing "Terrorism" as an option if I'm just trying to report someone for Quitting Early or having a Racist Name/In-Game content.

That said, this is more what the Report Function should look like (">" denotes that the items below appear after clicking the selection);

Report Player >

Selection 1: In-Game Behavior >

• Cheating/Exploits
• Leaving Early/Quitting
• AFK
• Teamkilling
• Deliberate Sabotage of Team/Game
• Other Unsportsmanlike Behavior/Griefing

Selection 2: In-Game Content/Communication >

• Voice/Text Communication
• In-Game Content (Emblems, Pictures, Structures etc.)
• Other In-Game Content Misuse/Abuse

Selection 3: Xbox Live Profile/Content >

• Voice/Text Messages
• Profile Picture
• Profile Text/Description/Other Content
• Stream/Clips/Captures

Selection 4: Real Life Threats/Harassment >

• Threats of Violence
• Self-Harm
• Terrorism
• Hate Crime/Hate Speech
• Other

Now you have a simplified 4 Item Initial Menu that very clearly presents what you want/need to report them 4, which then opens into a larger more specific list when you select it to make a report. So instead of a freaking like 15 item long list after every click, you have a short precise 4 item list that at most expands into a 6 item list - you can fit every relevant item on the screen at all times, the user isn't presented with irrelevant content or items and it's much easier for everyone involved in the process.
