Its the hard drive. Third party dives tend to be knock offs which do not have the system files required for backwards compatibiliy. That's why an official hard drive is required for backwards compatibility to work on a 360. You'd need a new hard drive.

Usually if you are getting this error and you are trying multiple discs it means that your XBOX 360 hard drive is either genuine and the emulation files on the drive are damaged or missing in some way (no way to correct this issue unfortunately), or you have
a knock off hard drive (usually purchased from second hand retailers or places such as eBay or Amazon Marketplace for quite a cheap price). If this hard drive did not come with your XBOX 360 and was purchased later from one of the above second hand retailers
or online merchants and did not come in an official Microsoft XBOX 360 box then I would assume that it is a knock off and it will not be able to play those original XBOX games.

Only the Microsoft genuine hard drives contain the emulation files needed to play the original XBOX games. The knock off hard drives will only be able to play standard XBOX 360 games and DLC.

I know you said the hard drive is official, but did it come with the console or was it purchased separately? If it was purchased separately was it purchased brand new in an official MS box or from a third party like ebay? A lot of third party drives look
official, but are knock offs and won't run backwards compatible games.

Does your console have a hard drive? If so, where did you get it from. Original Xbox games require an official Xbox hard drive to load. They won't work with the 4GB console on its own without a hard drive, they won't load from USB storage and they won't
work on cheap knock off hard drives from eBay either.
