it will be a hardwer problem?

I never had to format it. there may be some Hardwere problem

You can try doing a Factory Reset and if does not work, you have two options, you can go back to the retailer where you purchase the Console or you can process a Repair for your console by going to :

First try a hard reset of the console. Hold the power button on the console for 10 seconds or until the power shuts down completely. Unplug the power cord from the back of the console for 5 minutes. Plug the power cord back in and restart the console.

In this case you believed it might be some hardwere problem on your Xbox on the Video exit or it may be on your Television. If your Tv has other HDMI inputs I suggest you turn off your Console and your Television, and then you change the HDMI cable to
another HDMI port on your tv

I found the below answer that seemed to help someone with similar issues to yours.

Click on the windows button

Search the term ''Gpedit''

Click on ''Edit Group Policy''

And follow the path Computer Configuration\Administrative Templates\Windows Components\Windows Game Recording and Broadcasting

Double click on the file within this path

Make sure the option enabled is checked, if not check it, and click apply, and then OK.

*Restart your computer after this.
