it says the account is suspended, but when i go to enforcement, it says banned user at the top.

I'm sorry to know that you are having this problem, if your account was suspended, I'm sorry to tell you that you will not be able to recover the progress since for obvious reasons the account is suspended. You must enter the following link and check if the option to file the appeal appears.

It is the only way to recover your account and the progress you had in the linked accounts, in case you have already filed an appeal, and it has been denied, unfortunately nothing can be done.

No I don't - it says banned user in the top-right when I go to eg find support or look at enforcements. It is only on Microsoft account.

Jaquavis, I understand your situation. Some suspensions do not show up on the enforcement, not sure why. There is not much that can be done about it, okay? The only thing I can recommend is to keep trying to look at it.

Neither here nor on Support we can assist with suspensions since we are not the Enforcement team, so I can only recommend keeping an eye out for it and waiting for the temporary ban to lift itself.

Actually it says they will tell you why your console was suspended, not banned. "For more information about account suspensions and console bans, please visit our Xbox Forums.
Members of the Xbox LIVE Enforcement Team monitor this forum and can tell you why your account or console was suspended". It doesn't say anything about telling users why the console was banned.

I also forgot to mention. You can get suspended for 7 days to a max of a month. I'm fake perma banned on 3 accounts at the exact same time. That was the 10th of January. So it just depends. But you're not banned. Does it say suspended in the automatic email ? Some people it says banned and some say suspended in the email. It was due to a overflood server flow. There was one point the enforcement page wouldn't even load it was white and said some error saying we failed to process your request and some error string at the top left side. But obviously it loads now. There are also billions of people they have to go through. It's gonna take a while. They will probably also compensate everyone that was effected by this. I would be patient because we all riding the ban train.
