It says my account is not an adult account. How do I change this?

If you're trying to access the privacy page to change your account settings but you can't, it means your account is a child's account and you can't change it.
You will need an adult within a family group to change your account's privacy settings.

An organiser in an Xbox family group can manage settings for members who are in the family group. Kids can only see (and not manage) their own settings.

1. Sign in to your Microsoft account.Sign in at Xbox
   
2. Select your gamertag, and then select the More actions button (…).
   
3. Select Xbox settings, and then select Privacy & online safety.
   
   Note Because you’re accessing sensitive info, you may have to enter your password or passkey.
   
4. Select the gamertag for the account that you want to manage.
   
5. Select either the Xbox One/Windows 10 Online Safety tab or the Privacy tab.
   
6. Review the current settings and update any that you want to change, and then select Submit to save the changes.
   
   Note You must select Submit at the bottom of the page before leaving or switching to another tab. If you don't submit the changes before you move to the other tab, your changes won't be saved.
   
7. Have the member sign in and then sign out of their account on the console to make sure the changes take effect.
   

I recently got an xbox one and transferred my account from my 360 to the xbox one and that was fine, however I cant purchase anything because it says that an adult has put a privacy restriction on my account, and on my 360 I could buy things at will. I tried
to change my settings but it wont let me without an adult account, and I dont have an adult account on any xbox, so how do I change my privacy settings??

Unfortunately you can not do that

You need to wait until the account "turns" into an adult by itself according to the initial birth date. This is to avoid actual childs changing the birth date.

It is very important to set the birth date right the first time

To switch to an adult account on Xbox, you must first be at least 18 years old. If you are 18 years old or older, you can follow these steps:

Sign in to your Xbox account on a computer or in the Xbox app.

Click your profile photo and select "Account Information."

Scroll down to the "Personal Information" section and click on "Date of Birth."

Enter your current date of birth and click "Save."

You will receive a confirmation email. Click the link in the email to complete the update process.

Once the update process is complete, you will be able to access all features of the adult account.

If you've tried changing your date of birth in your personalization settings and you still have child restrictions, you may need to contact Xbox Support.

They can help you complete the update process.
