it says i need to buy minecraft again

Try rebooting the game, and then the console. Could be a temporary glitch if you're using the same account.

Go into Games and Apps. - Select Minecraft - Manage Game - In "Ready to Install" check to see if your packs are located there. You could have uninstalled the packs by accident.

Once you see the game from your Order history it means you have the game license and the game was purchased on that specific account.
