Issues with game data

I could not really imagine how crucial it is to know that your account that stores your game, purchases and achievements is inaccessible. Just to set your expectation, Microsoft account is managed by a completely automated server and we do not have manual access to it. Microsoft takes the security and privacy of our customers very seriously. I have been having this exact issue for a few days. All troubleshooting steps fail. Syncing 20MB for Rise of Tomb Raider fails at 40-50%% after 15 minutes. The message is "We could not sync your data. Please try again later or player offline." Error code
is blank (). For some unexplained reason though, I found that connecting via my phone's hotspot works - and I synced ~1.5GB of Fallout 4 data in 30 minutes. It's lucky I have this temporary work-around or I would have been stuck.

All other Xbox network functions, game updates and downloads, work without any issues with my normal Centurylink DSL connection. Network and multiplayer tests pass with flying colors. it's just the cloud data syncing that's failing.

For all that is holy, how is this issue not fixed yet, I am trying to sync Halo MCC and on the 15th try still no luck

Before anyone tries to give me the troubleshooting steps, this has been happening as far back as I can remember

Same issue, but different consoles, have had two different ISP's, multiple modem/router configurations, hard resets, profile deletions

God knows how many games this has happened in since I got my 1 TB xbox back in November, the games with the smaller save files usually do it in two tries which is alright, but the bigger save files

I know my profile has a massive amount of data, but I have never had an issue with cloud syncs on xbox 360

And don't even get me started on achievements, constantly not getting any notifications, a quantum break one says 100% but still hasn't popped since the day the game came out so there goes a 100% completion

For all the good the cloud does, why is so much broken

It just feels like there is a tier of servers, where downloads, party, online gaming is tier 1, and then cloud saves and achievements are on the last possible tier lol I can easily download 12 GB in an hour but its taking ages to download possibly 100 mb(probably
not even) of save data
