Issue with Xbox app for Windows

I have had xbox ultimate for a few years and as my xbox broke I forgot about it till I had an email reminding me that I have it. I have installed the app on my PC and logged in with my xbox account. This uses a different email address to my pc for security reasons however.

I can see one of my games, only one, but where the Install button should be is just the outline of the button and three flashing dots as if its' loading. This has been sat for nearly an hour now and it's not changed

I can see the games in my purchase history. There doesn't seem to be an option to download them from there
