Issue with the new "I'm not a robot" rotation puzzle

In order to create a new Microsoft account, this puzzle must be completed. You have to rotate the image so that the "front image is the correct way up."

The puzzle itself is needlessly difficult and frustrating to complete, it could be that it's bugged and never passes you, but I think it's just unreasonably difficult.

After trying to complete it for around a half-hour, I was unable to pass it and gave up.

It doesn't seem to have any leeway, there are 20 of them, you're timed, and a lot of the images are nearly indecipherable.

There is a "Start over with a different challenge" button, but that doesn't work.

To be clear, I don't think it is an error with my browser or anything like that, I think the challenge is just borderline impossible for a person to complete.

I'm not sure if it's relevant but I was trying to create a new account, and I did try it on a different browser, my browser was updated, and I did reload several times.

I'm not exactly sure how a puzzle like this got added, seeing as it's nearly impossible for a person to do, but I haven't actually seen anyone be able to pass it so, that seems like a pretty big issue.
