Is Xbox play anywhere dead?

I am getting confused with the Microsoft store recently.

Why is it that a user of a PC, or Xbox now has to pay twice to own the same game on each device?

Example of an Xbox Play anywhere game:

Forza Horizon 3, 4,

Forza Motorsport 7,

Cuphead,

Gears of war 4, 5.

Crackdown 3 ,

Resident evil 7,

We Happy Few.

(Which is fine and does what Xbox Play anywhere is advertised as.)

My issue is that I've been seeing a lot of new games on the Microsoft store that just seems to be a PC port and the developer (Microsoft and others) did not just put the PC port package into the store listing they have on the Microsoft Store (aka for Xbox).

Examples of games that are not Xbox Play anywhere but have the same game saves between devices. :

Halo Master Chief Collection, Halo Reach bundle/add-on.

Final Fantasy XV (Windows 10 edition)

Call of Duty Infinite warfare

RAGE 2 (PC)

Metro 2033 Redux

Sunset Overdrive

Dead Rising 4

Minecraft*

F1 2018 PC GP

Here is my problem.

I honestly do not get why Microsoft made it where they came out with a PC port of a game like Sunset Overdrive, when there is already a store listing in the Microsoft store. Thus instead of adding the PC port package to the store listing, I would have to
buy the game twice to be able to play it on my PC.

My Concern is that the next games like Forza Motorsport or Horizon will have two separate store listings instead of being able to own the game once.

Honestly the main reason is for people to buy the Xbox Game Pass, and make more money but that is allegedly said at this point. I honestly enjoy the ability to play Forza Horizon 4 on my Desktop, Laptop, and Xbox one. I just wish that the Xbox Play anywhere
feature is not -- no longer being utilized anymore.

Not to mention a developer of the Microsoft store can make 4 packages under one store listing (if they choose to):

Dead By Daylight is unfortunately not an Xbox Play Anywhere title so you will have to buy the Xbox version separately.

You can check for a list at https://www.xbox.com/en-US/games/xbox-play-anywhere but in the description for games it will also list if it's Play Anywhere. Dead by Daylight is not a Play Anywhere title.

I asked chat support and even they didn’t know what’s going on with xbox play anywhere. Just a couple months back I was playing Castlevanie SOTN thru the xbox app which was pretty handy when I couldn’t use my xbox. Now the game has mysteriously vanished
from the app(s). Notice that was plural since there are now 3 different windows 10 apps for xbox: Xbox (beta), Xbox console companion, and Xbox Gane Bar. Xbox beta only shows 3 of my games (I have close to 200 digital), Xbox console companion shows 3 different
games. I also own the game Cuphead which is advertised as play anywhere but isn’t in those 3 apps. I have to go to the Microsoft Store app (4th app) to install that. When I view Castlevanie SOTN thru that app it shows as purchased but can only be installed
on my xbox, not my PC even though I was doing that a couple months back.

Why did they remove the backward conpatibility games from xbox anywhere? Previously CoD BO4 was also play anywhere but isn’t on the list anymore. It’s not a good system if they’re just going to delete games from Xbox Anywhere out of nowhere with no explanation
or communication. Would be great to hear from Microsoft what is going on. And why is there 4 different apps needed to play xbox games on PC? What a complete clusterfck. Combine all that into one app. It’s actually very fitting for Windows 10 where I have to
go to 3 completely different places to adjust sound settings.

We can only speculate, but current rumors of both coming consoles tech specs, you'll likely be very hard pressed to find/build a computer of comparable power at the same price point of purchasing a PC, if games are your main goal and price is a concern.
In a few years that will surely change, and again, this is without official details of technical specifications.
