It will happen like with all tv streaming services, in the end you will have to get like 4 to 5 memberships to get some decent entertainment.

No, unfortunately not. However one of the other new streaming services might have the rights to stream that particular content online in the UK.

Hello Isaiah sorry to hear you're having trouble with your streaming.

I believe that the issue here is that Xbox does not allow first party content to be streamed (ie. TV shows, etc.) As you're using the One Guide to stream with it may be that when you launch the streaming service it's going to show as blocked.

If you would like to stream your PC content then I would recommend looking into either upgrading your PC or see if you can stream using a 3rd party app such as OBS.

These "content blocks" usually contain information for timed sales, advantages of your Gold membership and other up to date content like E3 streams and the likes.

These blocks are therefore filled with online content and if you're offline, they can't get any information to display.

So, the message you get is perfectly normal, and if you keep up with news around Xbox through the Xbox Wire website or Major Nelson's blog, you don't miss anything in these content blocks.
