IS Thier a way to transfer a Xbox account between microsoft accounts

I'm afraid it is not possible to transfer the saved data games, Gamertag, etc. from one Microsoft Xbox account to another.

All saved data, game licenses, progress, etc. are permanently attached to the Microsoft Xbox account.

Basically, you can't. The Xbox account and email (Microsoft account) are the same thing. There's no way to delete an Xbox account without closing the Microsoft account. There's no way to merge accounts and nothing can be transferred between accounts.

License transfers will only transfer licenses between console. It doesn't transfer licenses between accounts. There is no way to transfer content between accounts.

Purple - A license transfer would not be possible because the account is banned and license transfers do not transfer licenses between accounts. There is no way to transfer content between accounts.

Unfortunately there isn't a way to transfer the funds. As for the other cards you should be able to log into their account and redeem the code on thier profile
