We only automatically schedule deposits at 5000 or more pending Credits. Since you are currently beneath this amount, you have not been scheduled for a deposit. Since you have at least 1000 pending Credits, you can request a deposit from your MyRewards page,
which will schedule you for the next available deposit date.

You would have to go to http://enforcement.xbox.com to see about submitting a case review. The enforcement team do not use the forums.

I'm sorry but there is no way to purchase R6 credits as a gift on the Xbox store.

If your friend is also on Xbox, you can just buy an Xbox gift card for your friend so they can purchase the credits. But this will only work if you are both in the same region.
