Is there any possible way to make a wired Xbox one controller wireless, on am Xbox One S?

No that is not possible to connect a controller to your PC through your console. You will need the Xbox 360 wireless USB receiver for windows or buy a pure wired USB xbox 360 controller (microsoft and 3rd party ones available and all will work).

The play and charge USB cable for xbox 360 controllers does not make a wireless controller wired as it only transfers power and not data.

You could buy an xbox one wireless controller that is newer and has bluetooth and connect it to your PC directly as seen on this page: :

You can also use an xbox one wireless controller of any type (with or without bluetooth) with a Micro USB cable on a PC as well. THAT wire does make the xbox one wireless controller act as a wired controller while connected via Micro USB.

While the addition of Bluetooth is for easily connecting to a Windows PC, all Xbox One controllers use Xbox Wireless to connect to the Xbox One console. The Xbox One console emits a wireless signal that the Xbox One controller connects to. While there isn't
a way to specifically turn this feature off, I suggest using a wired connection for your Xbox One controller and a wired network connection if you are looking to minimize any wireless signals.

It's not possible I'm afraid - the play and charge kit is just a charger - the signal isn't actually sent down the wire.

The only way to turn a wireless controller in to a wired one is to trade in the wireless toward buying a wired on!
