If it's a region locked code, there is no way around that. If it was gifted through Xbox, the person who purchased it would need to request a refund.

I have one solution for you. If you are going to purchase a game or similar listing on the Xbox store, you could purchase as a gift for your account from the account the gift card is on. If this is not possible for you for any reason may i suggest you contact

Changing region doesn't let you purchase stuff from the store for that region or redeem gifted codes. The best work around I found was having a friend from that region redeem the gift code so that I could have the content, I'm sure this would also work
with purchases. Other than that I don't have any other suggestions, let me know if it works.
