Is there any other way to get an account back without the reset form

Microsoft accounts are not transferable, it is not your account so you're not going to be able to recover it

if you wish to claim the account then you'll need to go through the legal process of doing so

I would suggest before calling support, to go to account.live.com/acsr and fill out the form there. It takes about 24 hours for the form to come back, but if you get a denial, then support has the ability to send up a request to the microsoft accounts team
to get a password reset process started. If you call support now, they are going to tell you that the form at the website I provided is manditory before attempting to reset the password any other way.

I'm sorry to hear that you are having this problem, from what I understand Outlook belongs to Microsoft and one of the ways to recover an account is through the form so I could tell you that it is the only way to recover. In any case, you can also try to contact Support, although I understand that they cannot help recover accounts, but by trying you do not lose anything.

Unfortunately if you've already filled out the form out and have been told that there wasn't enough information to reset the e-mail then you'll need to keep at it. There is absolutely no other way to get back into the account. They need to confirm that the
account is indeed yours, and if it was yours you should be able to answer very specific questions that are asked on the form in order to get the account back.

If you cannot reset the password then your only other option is to fill out the Microsoft Account Recovery form located
here.

Resetting the password, and filling out the recovery form are the only two ways to get the information for the account, there would be no other ways.
