Is there a way to see which country gets which games each month?

It's generally announced just before the start of the month, both
http://majornelson.com and http://news.xbox.com are official sources which will typically announce it. Multiple news sites will repost but I think these two usually do say whether South Africa is getting
something different and, if so, what it will be.

I think Microsoft would love to be able to do that, but they have to abide by each country/regions laws, currency & taxes, which is why there is different stores for each country.

That's not how things work on the Xbox LIVE Marketplace and in other places. Content providers along with countries governments dictate what games can be on what marketplaces. There's different fees for each country/region that the specific content provider
wants to make the game available in. Some content providers opt out of certain countries due to various regions which they test for. Essentially with their own marketing and analysis they see how many people in that country/region purchased the game and how
many would potentially purchase the digital version of that game if was available over an X number of months vs the amount of money they would need to pay to make it available digitally.

Ah, I see. Which country do you actually live in? There's no way around a geo restrictions on items.

Also, have you gone to My Games & Apps to see if it's downloading? Check the Queue. If it's not there then scroll up to Games then all the way to the right to see if it's in your Ready to Download list.
