Is there a way to recover a hacked account after being locked out

Unfortunetaly, when two-step verification is enabled, the account recovery form is not going to help. When accounts have two step verification enabled, but the account has been hacked, I am unsure what your options are and would have to ask.

I don't know what their options are when you can complete the account recovery form but two-step verification is enabled. I have a feeling that they would be unable to help with this and that there is no way of recovering the account, but woud be worth knowing what they tell you.

When I hear back, I will let you know what I have been told your options are too.

Im seriously stumped on how to do the account recovery form properly as I have put in dead for mark information that i know is correct and filled every box possible yet it still comes back negative.

And with creating a new microsoft account is there any possible way to migrate my xbox account to a new email and password without needing access to the original email associated with the account as i dont have access to the original email nor the account on my xbox

But if it's rejected that means the info provided is not enough :c

About your second question. Sorry to say but any content transfer between Microsoft accounts can't be made

Sorry to hear that, sadly the recovery form is the last option to recover an account.

According to this article, these are the options if the recovery form is rejected:

"What you can do...

Fill out the account recovery form again We recommend that you try filling out the account recovery form again. You can do this up to two times per day. Do this if you find more information or remember something else about your account that will help.

Create a new Microsoft account You can always create a new Microsoft account in the interim if you’re having trouble with the recovery request and try again later when you remember something new that might help.

Add security and recovery features to your new account If you decide to create a new Microsoft account we recommend you follow the guidance to add one or more additional security contact info methods to your account right away. Review and set up an alternative sign in methods, such as the Microsoft Authenticator app to use to sign into your account."
