Is there a way to get my hacked account back

So last year My Account got hacked around Dec 24, 2022 and the guy changed the the email and password to the account except for the username i checked it by opening another microsoft acoount and searching my gamer tag do keep in mind i dont have a xbox anymore so i used the xbox app i have reported this issue before but they couldnt change it sense the email was changed even though they know and told me it was changed recently but they couldnt change it back due to policy reasons which i think is bs but i couldn't do anything about and i sadly didn't have any proof other than listing a few devices that i have connect to in the past and a few of my friends and games and game purchases that have done in the past sense i made this account when i was probably 11 years old and i know the guys email thats to my account sense i saw it when i got hacked so now am here checking again if the policy was changed for saftey or is there anyway i can claim the account back sense it not been used and if this doesnt work ill try again next year

I still never got my account back after it got hacked its no way I'm able to get my account back
