Is there a separate plug for a xbox one S console to plug and use in a 12v electric socket?

Well.no you have to use an inverter which is a car adapter for 2-3 pronged plugs

All I can think of is the electric power to the consoles.

There may be too much load on one circuit and the consoles aren't getting the correct power required to operate.

Hi Ghost, is the Xbox and the PS3 connected to the mains supply at the same place. Ie. Are they plugged into the same/shared power socket. If they are it could be the switch action of the PS3 producing electrical noise tripping up the Xbox or the router/modem.
2 solutions, 1, separate the mains plugs by using different sockets, 2, throw away the PS3.

Regardless of the actual plug, the One S is multi-voltage, which means you can plug it in to any electrical socket in the world and it will work, no problem.

So, you can either get an adapter for the plug, or you can contact Microsoft for power cord for your region. Either way, you're good to go.
