Is the xbox 1 x controller suposed to turn on the xbox one x console?

ALSO, if you just bought the Xbox One X, and haven't tried pairing/syncing the controller, try plugging it in via USB to sync it.

It's been an issue for some people since a recent update. Try plugging the controller into the console and performing a hard reset (hold the power button down for 10 seconds until the console turns off, unplug the power cord for the console, plug it back
in and turn it back on)

This seems to be the best answer, although others are appreciated. Just connecting controller to xbox via usb did the trick.
