    Puerto Rico is part of the United states and so should be eligible for most promotions. I suggest you read the fine print on the individual contest to make sure there aren't any exceptions.

    Puerto Rico is not a xbox live supported country so there's nothing anyone can do.

    If xbox live is not supported in a country it's usually down to that countries laws or goverment
