Is it possible to setup an account to allow only netflix ?

I would using an external hard drive to hold all of your games/aps apart from Netflix possibly help with preventing access to content you don't want to be accessed as you can just take the drive with you.

Thanks for coming to the forums with your question. If the console you are watching Netflix on is the only one, then there is not unless you remove the home console. Basically the person who has home console is allowing all other profiles to have live and
access their library of games. If you remove this then no other profiles will have access to any of this. You will still be able to use Netflix. However, if they do play the games from the home console profile on different profiles then this wont work due
to it needs home console set up.

Closest I think you can is to set the
profile to require an Adult account passcode to access content, and grant it for Netflix, and not other Apps. But there is no way to blacklist everything, and allow Netflix without individually blocking those items from the account, I believe.

did you setup your account as a Hongkong account?

if so you will have to setup a US account to sign up for xbox live with a US creditcard

however you may experience issues with certain various content that are region locked like netflix and us only services and certain games

Not false advertising and probably out of their control. They have to get licenses to use these games on Game Pass. It's possible the game dev only allowed US release. Netflix, Hulu, and other services have the same problems.
