I know there are two accounts here. I know how to upgrade the local one to live, I know how to download an existing profile, but I don't want to do that. I want to link the existing local one to an existing live account so I don't lose games in the local
one.

I dont think so, you can make a free live account, if you have free accounts on the xbox one it will allow them to play online if your main account has gold. On xbox one Gold carries to all accounts on the system i believe

Was the second account just a local profile or a silver account?

A local profile only exists on your console, since it never touches Live if you delete it then it is gone forever.

A silver account is one that connects to Live but doesn't let you play online. This would have had its own email address which you would need to recover it.

Let's try cancelling the install completely, power cycle your Xbox One by holding power button for 8-10 seconds, and then try downloading it again.

Does the region of your account match your physical locale? Often times cross-region accounts can cause issues downloading from the Xbox Store.
