Is insider program causing this or is it hardware...

For the last three months or more, my console would slow to a crawl or even randomly restart. It would sometimes even give the whoops try resetting the console or reinstalling update. This slow to a crawl has become more frequent and makes going to dashboard
or anything else once it starts to be impossible. Usually takes between 10 and 15 minutes to unlock enough to restart. Forcing a restart during this via holding power results in whoops screen most of the time.

Have you reset the console power supply by removing the console power cable for a few minutes?

It is possible to run into minor bugs if you are running certain versions of the system software. However, since you are hearing something audible its possibly there may be something wrong with your hardware. I would contact customer support @ https://beta.support.xbox.com/contact-us

They can give you further insight in your issues.
