Is cloud gaming available in Ghana and will it ever be?

Microsoft needs to have data centers in your country first, and Microsoft doesn't even have an official presence in Iraq for computer software sales, which would be a first step. I wouldn't count on it being any time soon.

this is the page outlining where Xbox Live is currently supported.

You would not be able to recieve support if you experience any issues, and if you establish an account logged to a different region, there are concerns about your account availability if they ever do add Ghana. You would also be subject to currency exchange
fees that might apply if you purchase games digitally.
