Is a Banned Xbox cut off from all Xbox live activities?

It depends on the banning, but as fhe other ambassador mentioned if its a console ban, nothing will work.

If the console has been banned, it cannot use any online features, as all such features (including Netflix) are routed through Xbox Live servers. Only local, offline activities are allowed on such devices.

If the account only is suspended, other accounts can use the console's full feature set.

Also to add a console ban is very rare unless you were doing something particularly egregious. You can check at
