Installing game from physical copy, 2nd disc won't register

So, just like the title says, I'm trying to install the Lego Marvel Collection on my regular Xbox One. All the games and DLCs installed fine, except for the original Lego Marvel Super Heroes. When that download is mostly finished, it'll prompt me to insert the second disc, but then won't progress from there even after I insert the disc.

This is a brand new copy, but I cleaned it anyway to be sure, still nothing. Tried restarting the console (several times), and installing in offline mode, still the same problem.

Remove the disc from the console, do these 2 steps below, and try again, please.

Step 1: Clear the storage cache on your console.

Press the Menu key on your controller.

Click Settings, devices and streaming and then go Blu-Ray.

Select Persistent Storage.

Click Clear Persistent Storage 3 times

Step 2: Power cycle your console.

Turn off the Xbox console by pressing the Xbox button on the front of the console until it shuts down completely.

Unplug the console's power cable, wait 10 seconds. Be sure to wait 10 seconds, this step resets the power supply. 

Plug the console power cable back in, turn on your Xbox.

Other games on discs can you install normally?

Thank you for taking the time to reply, sadly these steps didn't fix my problem. I did what you suggested, but the system still won't register my second disc. The download is stuck at 5.24 GB out of 6.45 GB.
