Being you got couple issues going on here, I recommend doing a
soft factory reset. When you do this select keep my games and apps. It will remove your profile from the console so make sure you know email/password for any account on the Xbox. This will not get rid of all save data as it is saved to the cloud. Once you
do this then try and update a game.

As I stated in my post I have tried the solutions that are online in regards to updates, downloads, installations, network etc. and none of them have fixed the issue, the effect of the issue is similar to when a computer processor is being overwork and
wont let anything else run. It has resulted in me having to uninstall the games as I am no longer able to play them. Also as I have stated both soft restarts and hard restarts do little to alleviate the problem. This issue has been occurring for some time
now, after a previous console update, the problem also caused affected updating the console software as it took 3 attempts to successfully get the latest console update. I have found a slight work around where if I start a game immediately after a hard restart
I can play that game, however if the system is trying to update a game having this issue, then it is only the game I started after the restart that I can play and if I close said game then I can no longer play any games as they "Take to long to open".

I tried this, but it did not work. If I try resetting without keeping my games will this mean that I will loose all of my progress in my current games history?
