"Installation Stopped" - Issues with installing/updating on the Xbox Series X

I have been experiencing some issues when installing/updating games on my Series X.

When I start a download, everything starts out just fine but then out of nowhere, “Installation Stopped”. The download stops without any notice of losing connection or running out of drive space, and there is no error code. When I try to resume the download, it tries for a bit before stopping again.

The weird thing is that every time I try to cancel and re-download, the installation stops at the same spot. For example, every time I try to download FFXIII it stops at 6%, the update for COD:MW stops at 98%, etc.

Even weirder, games I already have installed that are updating get removed from my installed game library when I cancel the download for the update.

Even WEIRDER, I powered up my Xbox One S and the exact same issue occurred.

At a certain point, I noticed that this issue was only happening to larger games, as I was able to download Celeste, The Artful Escape, and the OG Fable (all under 7-ish GBs).

I did some searching online and tried the following fixes:

Full shutdown/restart of console

Unplugged power cable for 5-ish minutes and plugged back in

Restarted my router

Verified that my NAT type is “open"

Cleared MAC address

Reset console

Connected my Xbox to the internet via an ethernet/LAN connection

Connected my Xbox to the internet via iPhone hotspot

Cleared local save data

Removed my account and re-added onto the Xbox

Removed my account and tried downloading games on a different account

Used a Google/common DNS (primary: 8.8.8.8 secondary: 8.8.4.4)

Some other things I tried in an attempt to find the source of the problem:

I contacted my ISP and they assured me that there were no download caps preventing me from downloading anything, and I contacted Xbox Support and they were only able to give me some of the above fixes.

I tried installing a game with a disc, and that worked without a hitch.

Tried downloading a larger game on my Nintendo Switch on the same wifi network, and it worked without a problem.

Has anyone had any similar problems and is anyone able to offer any solutions?

I feel like I have tried everything and have not had any luck.

I think it's worth the risk to try one of the Xbox ones. It's pretty weird that the same thing happens to both.

I just tried factory reseting the Xbox One S (the option to delete everything off the console), and once I got it set up and tried installing a game, the same issue occurred.

That's odd. Looks like you've done everything on the console. Just to be clear, did you reset the console by erasing everything?

If you cancel a game update, the game is deleted.

I'm out of ideas, mate. Could you test the console on another home network at the home of a friend or family member?

Another thing, are these consoles using any Insider build?

When I reset the console, I chose to keep everything installed. My fear is if that doesn't fix the issue, I won't be able to re-install any games to my console. Plus because this is also happening to my other Xbox, I feel like this isn't an issue with the console itself, but then if that is the case I have no clue what the issue could possible be.
