Installation of Witcher 3 : Hearts of Stone DLC stops with code 0x87e0000f

I have been trying to install Hearts of Stone DLC of Witcher 3 and it gets stuck at 62.4%(2.95GB of 4.73GB) everytime and shows that installation has stopped with a code 0x87e0000f. I have cleared the local savegames again and again, reinstalled the
games and also reset my whole Xbox One but still, the problem persists.

What can I do to solve this issue?

If you've previously been able to connect to Xbox Live using your current console and network setup, but you can't connect now, try the testing your Xbox Live connection.

If you're unable to connect to Xbox Live, the first step is to run the network connection test on your Xbox One console to see what's causing the problem. Here's how:

1. Press the Xbox button
   to open the guide.
2. Select Settings.
3. Select All settings.
4. Select Network.
5. On the right side of the Network Settings screen, select

are you trying to install it on an external hard drive? If yes, I suggest you try to install it in the internal HDD.

factory reset while keeping your games and apps.

3. Select All Settings.
4. Select System.
5. Select Console info & updates.
6. Select Reset console.

For people who will face this or similar type of problem in the future, do the following:

Remove your Xbox as a home Xbox and then only sign in with the account you did the purchase and factory reset your Xbox while keeping your games and apps.

The installation has stopped at 99.4% this time. Did the same steps as before but still doesn't work.

Tried all of the things mentioned in that article and mine is a DLC so no disc involved. Canceled the installation and reinstalled the DLC and its gone back to the previous percentage of 62.4% and stops there.

Is there a way to fully format the internal HDD of my Xbox because I don't think the factory reset is doing the job. When I reinstall the DLC, it shoots up to speeds thrice of the speed provided by my ISP and that's not the case with any of the other downloads.
I think the installation files aren't fully erased from the HDD and that's what causing the problem. Any solutions?

 

Install the game without updating until the game completes the installation, then install the update. It should help.
