Go to Party in Guide Menu (Center Button on Controller) & set your Party Options to Party Chat & not Game Chat etc..

May I know if you tried instead factory reset the console? (But keeping games and apps)

Go to settings > system > console info > reset and then select keep my games and apps

Also, may I know if you're using an insider build / beta OS in the console?

If not and in case you didn't try it, could be nice perform an offline update for your console. In that way Xbox system will be installed from scratch.

I was hoping that the reset was a last resort type of solution, but I did that anyway, and everything seems to be working properly again.

I don't even know what the insider build / beta OS is, so I couldn't say anything about that.

1. Turn on your Xbox One, then press the Xbox button in the center of your controller.

2. In the Xbox Guide, scroll to the left once to reach the "Multiplayer" tab, then hit "Party" to expand Party options and features.

3. In your Party, select a person who needs to be unmuted by clicking on their Gamertag, and a dropdown menu will appear.

4. Select "Unmute" and the player will be unmuted and you should be able to hear them in the party.

The problem may be in the game settings they are playing also.
