Arturo‘s suggestion (install the game on external storage using an Xbox that’s connected to the internet, then move or copy it to the other console) is a great possible workaround. To try this, refer to:

Some games require an internet connection after you install the content from the disc.
This usually happens because the developers often release day one patches.

Unfortunately, it is not possible to download an update on a USB drive and move it.
What you can do is install and update the game on an Xbox that has an internet connection and move the game to a compatible external hard drive. Then, move it to your in-law's console.

I heard that the Xbox One can transfer the game data from a disc to the Xbox one. And install it on the system. Off of the disc so that you won't need the disc anymore in the system. Is that correct? How do I do this? Is that an option or is that on PlayStation only?

That is not correct and Playstation can not do this either. So whoever told you that was wrong.

The only way to play without the disc (on both Xbox and PlayStation) it to have purchased the digital copy of a game.

I remember the multi-game discs where you only needed one to install, yet you needed the other discs to play after a certain point and the system was still able to read the other discs. Discs one and two aren't being read at all. I bought this as a bundle
pack with Fallout 3 from Wal-Mart, and of course neither one have the booklet that usually comes with a game to tell me whether or not I need to install all three discs or whether or not I need all three to play. If not, then why have three discs when I only
need one?

I don't see why xbox live would have anything to do with it I'm trying to install off of the disc. do I need an internet connection to install off of the disc? if so why now? I have never needed it before I install all my games using the disc while my xbox
is offline
