Just to clarify, is the account locked to break ToS and similar?

Or do you know the information (email and password) and the system is asking you to verify your identity?

locked because i "violated the terms of service" when i hadnt used the account for months. it does not provide any other verification option than a cell phone number.

ToS, in a timeframe i was not active.

I ain't locked from my account, but I am locked from Microsoft Services. I have to input a phone number and verify my account to unlock it, but when I try to unlock it a while later, it is locked again and I have to verify using a phone number again. (Basically
I am in an infinite, and annoying loop...)

Let me know if you find a solution. I'm in a very similar situation and customer support doesn't really have a good solution. my account keeps getting locked out and takes days for it to get unlocked only for customer support to lock it again because they
try to access it. good luck!
