If I may ask, are you still a minor? If yes, you need to ask an adult to add you as a member of their family group by signing in to https://account.microsoft.com/family.

Once you're added as a member, they will then sign in to https://account.xbox.com/settings to manage your account and privacy settings.

Sorry this happened... Question, did you check the date of birth listed on your account? Because if it was entered wrong this date cannot be changed. If you entered an incorrect date of birth when you created the account, your only option is to create a
new account using the correct date of birth.
