I'm afraid to say that, without a Microsoft account, it is not possible to set restrictions on Xbox consoles. In this case, you may need to create a Microsoft account for your child and set the restriction to that account by following the procedures described in this support article:

Actually Okami, his post was useful to me on this topic and you didn't answer the question - do you have to buy your kids another XBL account? I have set up an account and I have changed the account to 'child' - however, I have found no way on line or on
the Xbox to block them purchasing things.

From everything I have read on line, this isn't actually possible! It's a real shame if it isn't, as we will be trading in our Christmas gift for a Playstation tomorrow if this is the case.

There is no way to completely bock purchasing except to not leave a payment method on file.

You can create another account for them. Accounts under the age of majority are flagged as child accounts and require a parent or guardian's account to be linked to it. At that point you can set up parental controls.
