I'm having trouble reinstalling WWE 2K19 to my Xbox One

Check the Xbox status page. If you see any services with alerts, expand the service, scroll to Notifications, and sign in to receive a message when the service is back up and running.

Make sure you are connected to Xbox and signed in with the profile that originally purchased the content.
Check your Xbox console notifications to make sure you have enough space on your hard drive to install the content. These are the steps:
Press the Xbox  to open the guide, and then select the Notifications icon.

Check for notifications that your hard drive is low on space. Xbox lets you know when it's running low
If there is a notification that your hard drive is low on space, you will need to delete content to free up space or add an external drive.

For information about setting up and managing external storage, or how to delete items from your hard drive, see:

You may need to update your console.

For example, if you see a "Download stopped" error, you may need to install an update to complete the download.
To see if updates are available:
Press the Xbox  button to open the guide.
Select Profile & system > Settings > System > Updates.

If there are updates, they will appear in the left menu. If not, the message "No updates available for your console" will appear.

I would like to play WWE 2K18 and 2K19 with my neighbor.

I am downloading them from the xbox store. I am using an external harddrive for my storage. One is for Saints Row 3, the other is for WWE 2k19.

I see the game in my Xbox Store when I search for WWE 2K19 Digital Deluxe edition, it is the first item listed as WWE 2K19 in the In this bundle section with a yellow SAVE CAD $39.99 (item details include CAD $40 50% off 45.18 GB).

What region are you in? Is your account a child account?
