as long as you are signed into the xbox app and store with the same account as your xbox then any digital games that are play anywhere (i.e forza horizon 4 and 5) will be available via the xbox app on the pc, any games that are not play anywhere will have to be purchased again and a lot of the games are not even available via the microsoft store on pc and only on others like steam, epic, origin etc etc.

Disc based games will not be available to use on pc full stop.

I can't purchase it again for the same price because it says I have already purchased it. I only can purchase as a gift for someone else.

Right now you can play Xbox games via Window 10 on your pc. As long as the game is a play any where title like "Sea of Thieves" you can play it on your PC.

Now if your using Steam>>>you have to purchase games and have a Steam account with them. You cant play Steam games on Xbox Live and you cant play Xbox Live games via Steam.

Just tried here on my end and what you need to do is to launch your Microsoft Store App immediately then if go to settings on your Xbox App, once you click on "change my Microsoft Store account", click sign out then sign back in.
