If i own a dlc from another account, can i play the dlc with another account on gamepass?

With DLC there is no definite yes/no answer.

It depends on the publisher and the type of content.

Some Publishers won't allow sharing of DLC at all. For example some Call of Duty map packs or Destiny Expansions won't be shared through the Home Console feature.

Only the account actually owning those DLCs will be able to play these.

Also, consumable DLC like V-Bucks, Gears Iron, Minecraft Coins etc. will not be shared.

Maybe if you explained to us the reason why you use two accounts in the first place, we might try to help you find a proper solution?

Also true yes. I know from my experience, this is not possible on my favourite game, Minecraft. So we have to buy everything twice if the wife also wants something that looks good

If you are sharing the "home Xbox" with that account you should be able to download the DLC to the console, unless its already installed. So yes, you should be able to play the DLC so long as you're console sharing with the account that owns it.
