If i factory reset will the Xbox keep the built in game i have ?

If you reset your console and select "Keep my games and Apps" all your installed games will remain.

Before you continue, make sure you've got the account sign-in information. You'll need it to log back into your console after the reset.

You can follow these steps:

Press the Xbox button to open the guide.

Select Profile & system > Settings > System > Console info.

Select Reset console.

Select Reset and keep my games & apps.

Once it's complete just sign back in.

Now, about your let's question, if you create a new account, this account won't have access to the games if it does not own them unless you share them.

Have you tried clearing the MAC address on the Xbox, Or factory resetting the modem itself and setting it up with lower security settings ? If this was happening to me I would reset my modem and factory reset the Xbox (keeping games and apps)

The store app is a core app. What I suggest is doing a factory reset keeping games and apps, you may use this link https://support.xbox.com/en-US/xbox-one/console/reset-console-to-factory-defaults. There may be a corrupt file in the system and resetting
the OS may fix this. If, you continue to have this issue after the reset keeping games and apps, you would have to do a full factory reset.
