No, as far as I can tell the game is not a Play Anywhere title. There are even different versions showing in the store for Xbox One and Xbox Series S|X.

So if someone wants to play the game on multiple platforms it seems they will need to purchase it seperately on each platform.

The Deluxe version of the game includes both the Series X/S version and the Xbox One version....just that the XB1 version won't be playable till April

It's not even available on the Microsoft Store for Windows. So if you wanted to play the PC version, you would have to purchase it from Steam or Epic Games.
