Yes the 360 can be played without an internet connection and Forza Horizon 2 can be played offline as well.

Hey,

Yep this can definitely be done with a lot of games. Some required Xbox live to play and won't be playable but besides them you're all good. I still have my old xbox 360 setup offline and occasional play it, it's great fun.

On the game boxes for the 360, they list game requirements.

If you see "Online Only", or "Xbox Live Gold Required", they it will not work offline, otherwise Game On!

Yes it's true. There are a few games that are online only so those won't work, but otherwise you can use a 360 entirely offline.

Actually FH2 is one of those games you can play offline.
