Right now the only "workaround" is ask to someone temporarily to play and win the required race for you.

But other than that the next step will be share this feedback with Forza support submitting a ticket with them

It’s telling you you’ll get more medals if it is set to highly skilled, not that it’s required to be set to highly skilled. You can have the difficulty on whatever you want
