According to Xbox support --

"Refunds are typically issued for requests meeting the following criteria

Requests are made within 14 days of the purchase date

Requests are for games in which you haven’t accumulated a significant amount of play time"

You can try requesting a refund by signing in to https://xbox.com/refunds.

It's been a year, the refund window is 14 days

The game is frequently on sale on steam for $7.50 if that helps you.

Having checked the Microsoft store for the season pass for the Windows 10 version of the game, there isn't one listed. It's possible you ordered the Xbox One version of the season pass by mistake.

You might notice there is no season pass listed for Windows 10 version.

Cities: Skylines is available also on Game Pass for PC, it's just a diffeent version (Windows 10 version). It may have region restrictions eventually, but it is available otherwise on the pass:

The game is available on Game Pass Ultimate and game pass for PC, so It can be downloaded on both platforms; Xbox console and Windows PC. However the game has two editions ; one for

Xbox, and another for Windows 10

Which means, since you were playing on PC, you must have the Windows edition and therefore those addons or DLC will work only on PC.
