Hey there, xL Rival. First and foremost I would recommend filing a complaint against the user via your console by following the steps listed in this sticky:

forums.xbox.com/.../155724.aspx. This will make sure your case is reviewed by a member of Enforcement.

It also seems like you may have experienced a DDoS attack. I would recommend taking a look at this support article titled "Denial of service (DoS) or Distributed Denial of
Service (DDoS) attacks: Frequently asked questions." If you call your ISP they should be able to grant you a new IP address and work with you to get this issue resolved.
