You'll need to go to
http://account.microsoft.com go to your info and make sure your email address is correct in your contact info. Then go to Manage Communication Permissions and make sure you have the options checked to receive promotions, etc.

The box at the bottom of the homescreen is always reserved as an advertising block. I'm assuming there is a promo right now with The Taken King where you can get a free download of Destiny if you buy a certain package or something along those lines. As of
right now, no one can get Destiny for free unless it's tied into a purchase promo.

Haven't received Xbox Newsletters for years either and have tried everything people here suggested. I found one workaround though, make another profile with a new Live ID and forward it's mail. But don't think it's a good idea for everyone to make multiple
accounts so I hope this problem gets fixed and we all start getting our newsletters.
