VPN worked for me too, I'm in New Zealand but VPN'd to Hong Kong and my installation resumed (was sticking at 4.5 of 9.2GB)

I used Proton VPN, which had a free trial of it's PLUS service. The download speed was slower - of course - but at least the game installed
